The development of industrial areas in Bintan Regency as part of the Batam-Bintan-Karimun (BBK) integration is an important strategy in encouraging economic growth and regional competitiveness through the development of a Free Trade Zone and Free Port (KPBPB). This study aims to analyze the strategy of the Bintan Business Agency (BP Bintan) in realizing the KPBPB development master plan in the PT. Bintan Inti Industrial Estate (BIIE) industrial area. The study uses a descriptive qualitative approach with data collection through in-depth interviews, documentation studies, and policy tracing using the concept of strategic management. The results show that BP Bintan's strategy in realizing the KPBPB Development Master Plan in the PT. BIIE Industrial Area is implemented adaptively, realistically, and contextually by maximizing administrative and facilitative roles through licensing services, area promotion, and cross-actor coordination to support the growth of the industrial area as a new economic center in Bintan Regency. Although the effectiveness of the strategy is still limited by institutional and budgetary factors, the strategic management process carried out by BP Bintan shows consistency between environmental scanning, strategy formulation, implementation, and evaluation and control in supporting the objectives of the KPBPB Master Plan
