STRATEGY FOR DEVELOPING AGROPOLYTAN AREA IN CIPEUNDEUY DISTRICT, SUBANG REGENCY

Abstract

Cipeundeuy District, Subang Regency, possesses substantial agricultural potential with 5,780 hectares of non-paddy agricultural land, yet its development remains suboptimal due to unidentified leading commodities and unstructured marketing systems. This study aims to formulate an agropolitan area development strategy by analyzing leading commodities and the hierarchy of agricultural activity centers. The research employed Static Location Quotient (SLQ) and Dynamic Location Quotient (DLQ) to analyze 19 commodities based on 2019–2023 production data, alongside scalogram analysis of 14 facility types across seven villages, yielding a Coefficient of Reproducibility (COR) of 0.96. The integrated SLQ-DLQ analysis identified three leading commodities with strong comparative advantage and positive growth prospects: Beef Cattle (SLQ=11.43, DLQ=11.40), Sheep (SLQ=1.85, DLQ=1.28), and Broiler Chickens (SLQ=1.27, DLQ=1.72). Spatially, Beef Cattle are concentrated in Sawangan Village (60%), Sheep in Karangmukti Village (39%), and Broiler Chickens in Wantilan Village (40%). Reliable commodities include Coconut (SLQ=1.19), Goat (SLQ=1.51), and Native Chicken (SLQ=2.47). Scalogram analysis established the service center hierarchy: Cipeundeuy Village as Center I (score 12/14), Lengkong Village as Center II (score 6), Wantilan Village as Center III (score 5), and four hinterland villages as Center IV (scores 1-3). The formulated development strategy prioritizes capital assistance and technical training for leading commodities, revitalization of reliable commodities, and staged road infrastructure improvement from village and district roads to the Pantura Toll Road to strengthen the hierarchical marketing mechanism
